One is to implement a stricter differentiated tariff policy for high energy-consuming industries. In recent years, the National Development and Reform Commission (NDRC) has implemented differential tariffs for seven high-energy-consuming industries, such as ferroalloy, calcium carbide and caustic soda, increased tariffs for limited and eliminated enterprises, and stepped tariffs for electrolytic aluminium, cement and iron and steel industries.
